En 1981, ante la inminencia de la terminación del encuentro de Escritores, fundado por el Colegio Pío Alberto Ferro Peña, por iniciativa del rector Alonso Quintín Gutiérrez Riveros, el periodista y escritor, Raúl Ospina Ospina propuso la creación de una entidad sin ánimo de lucro que continuara la realización del encuentro. Para tal fin, contó con el apoyo del rector Gutiérrez y del equipo de docentes del colegio.
El gobierno de Boyacá otorgó la personería jurídica N° 007 del 07 de Febrero de 1982 y a partir de ese momento la Fundación “Jetón Ferro” asumió la organización del encuentro, objetivo que ha cumplido anualmente de forma ininterrumpida.
